cool got rid of needrestart which was posting the "need restart" messages like

No services need to be restarted.

No containers need to be restarted.

No user sessions are running outdated binaries.

No VM guests are running outdated hypervisor (qemu) binaries on this host.

Also installed https://github.com/4U6U57/wsl-open and symlinked it to /usr/local/bin so it's earlier in my path than open which is really xdg-open (on wsl)
