https://github.com/microsoft/PowerToys/issues/6756 would like this fixed, so I don't have to deal with numpad 4 weirdness outside of games.

But it also just kinda makes me think windows is a mess, and not worth running day-to-day. In linux now I can use https://github.com/rvaiya/keyd and it handles everything, in windows I use autohotkey version 1 for caps lock to escape, powertoys to remap a bunch of other stuff, and not everything works.
