The distributed dns system I want

Let's say I have a friend named fred. Then I want to be able to see their blog like so:
fred.net
Realistically though there's a lot of freds. so maybe the way I get to their site is more like
fred183.net
or
friendlyfred.website
However it's not necessarily realistic for every friend to have their own subdomain:
- it costs money
- it takes technical knowledge and time
- it shuts down if it is not maintained, either due to bit rot or missed payment
So then web 2.0 comes along and we have platsforms that allow people to host their content:
fred183.blogspot.com twitter.com/fred183 (or simply @fred183) facebook.com/fred-rierden-10183
And this works pretty well, but then we're always behonden to the platform to be able to post. If they have a glitch / downtime / etc the content goes offline.
So web3 has some ideas of how to make an id like
1BvBMSEYstWetqTFn5Au4m4GFg7xJaNVN2
and have that be the point of reference; it can be turned into a qr code, or maybe something like
razzzzi*keybase.io
which looks a lot like an email...
